He also asked him to facilitate in joint sector entrepreneurship projects for the entrepreneurs of both sides.

A small stretch of 12 kms from Warongde to Khinye in Bhutan remains to be connected, beyond which an all weather road exists connecting all parts of Bhutan. The distance from Tawang to Guwahati via Samdrupdzongkar is 395 kms compared to the normal existing route, which is about 550 kms and thus a distance of 155 kms will be reduced, when Lumla-Tashigang road is connected.

All the three contestants submitted their papers  with Deputy Chief Electoral officer D J Bhattacharjee in Longding.
Scrutiny of papers would be held on April 30 while the last date of withdrawal of nominations is May 2 and counting of votes will take place on May 19.
The Election Commission on April 19 had announced bypoll to Kanubari constituency along with several other states. The notification was issued on April 22.
Surprisingly no BJP candidate has filed nomination despite the state unit’s statement that it would field its candidate in Kanubari by-Election.
It is reported that BJP is backing PPA candidate Gabriel D Wangsu. The BJP has reportedly denied ticket to its two-timed constant Rongnai Maham. Gabriel had won the first by-election that was held in October 15, 2015 after sitting MLA and former Minister Newlai Thinkatra died.
However, Kanubari seat again fell vacant after its Wangsu resigned during political turmoil last year.
Kanubari is one of the only constituencies in the country to witness two by- elections in five years term.
Congress candidate JyaeWangsu is two-time Zilla Parishad Member from Chubam Block. He had already served as Congress Block President of 58thKanubari Assembly Constituency. The 35 years old graduated in Commerce.
On other hand, Independent Candidate Wangr-angWangzen is an Independent ZPM representing Lawnu Block where Gabriel D Wangsu comes from.
It is said that earlier Wangzen supported Gabriel during the first by-poll. Tawang Lama opposed to hydro projects remain in police custody
Turmoil in Tawang
[ Tongam Rina ]
ITANAGAR, Apr 29: Lama Lobsang Gyatso, a monk heading Save Mon Region Federation, a group opposed to hydro power projects in Tawang has been kept in Police custody till Monday.
Lama Lobsang was arrested on Thursday afternoon, based on a complaint that he had defamed the Abbot of the Tawang Monastery, Guru Tulku Rinpoche, the spiritual head of Mon region by questioning his nationality through an audio clip.
Lawyer Lham Tsering, representing Lama Lobsang said that he has been taken into police custody till Monday based on an order by the Executive cum Judicial Magistrate, EAC Rinchin Dorjee Thungon.
The lawyer said that the bail application was filed at 11 AM and the ruling for police custody of the Lama was given at 8.30 PM based on the Investigation Officer's report which the Magistrate termed as inconclusive.
The lawyer said that he will file fresh petition on Monday at the Court of the Judicial Magistrate.
Of the four sections against the Lama, two are non-bailable.
Though the audio clip credited to Lobsang Gyatso has annoyed many followers of the well regarded Rinpoche, insiders say that it has been twisted out of context for political reasons as Gyatso is an outspoken opponent of the hydro power projects as well as the three MLAs of Tawang district who belongs to the same family.
In the audio clip (in Monpa language) which is with this daily, Lama Lobsang Gyatso is heard stating that Abbot of Tawang Monastery should not indulge in hydro power politics of Tawang, if he is not concerned about the well being of the area. In the audio clip, Lama Lobsang is also heard questioning the nationality of the Abbot of the Tawang Monastery.
The whole ruckus started after a meeting was held on Thursday in Tawang called by the Zila Parishad Chairperson Jambey Tsering to discuss developments issues.
But instead, the meeting ended up as a political propaganda against Lama Lobsang Gyatso based on the audio clip.
Hundreds of PRI members turned up for the meeting, who subsequently filed an FIR against the monk, angered at the content of the audio clip.
Yesterday, Lama Lobsang had written to the Tawang police for protection after he was allegedly threatened by ZPM Lobsang Yonten during the public meeting called by the Zila Parishad Chairperson.
In an audio recording, the ZPM is clearly heard threatening the Monk.
The veracity of the audio clips purportedly by the Lama and the ZPM is yet to be established.
The ZPM was also taken into custody.
According to sources, a group of monks gathered outside the Police station on Friday demanding the release of Lobsang Gytaso while another group also protested against him.
Insiders say that protest marches are being planned against Lama Lobsang for insulting the Abbot of the Tawang Monastery, allegedly at the behest of the political leaders, who are bent to crush the voices opposing the hydro power development.
The Officer in Charge of the Tawang Police station did not respond to calls of this daily while DC and SP did not respond to text messages.

Teachers should be regularly paid

Once again the contractual teachers working under Sarva Shiksha Abhiyan (SSA) is on the streets demanding immediate release of their pending salaries. The SSA teachers alleged that they have not been paid their salaries since January last. On Thursday massive number of teachers took out protest rally from Akashdeep to Tennis Court, IG Park seeking urgent release of salary and batch-wise regularization of SSA teachers. This is not for the first time that SSA teachers are on the warpath with state government.  On earlier occasion too they had organized dharna, rally and even pen down strike.

It is almost becoming a regular habit for them to resort to strike to demand release of their hard earned salaries. This is really unfortunate. Also constant debate takes place about contribution of SSA teachers towards education sector. There may be some wrongdoer but there is no denying that majority of SSA teachers is performing yeoman service to the people of state. Especially in interior areas most of the schools are virtually run by the SSA teachers. Even without being paid they continue to perform their duty with utmost sincerity. Its time government makes comprehensive long term policy to streamline the salary issue. Chief Minister Kalikho Pul had publicly declared that from April onwards SSA teachers will be regularly paid. There was massive expectation from him but situation continues to remain same. Besides SSA, the teachers working under Rashtriya Madhyamik Abhiyan (RMSA) also need attention of state government. RMSA teachers also face constant problem when it is matter of salary. They are not paid regularly and often have to wait for months to get salary.

Climate change

Dear Editor,

This year the monsoon has struck the Northeastern Region earlier than as anticipated, and with the onslaught of Monsoon it has brought many disasters such as landslides at Tawang which killed nearly 20 persons and leaving many people homeless.

Many districts of our state have been affected by floods and landslides. Not to forget the water logging near PYBSS hotel in the capital complex, which led to excavation of NH 415 causing many traffic diversions and hardships to the common public.

In Assam, many parts of the have been affected due to floods. The western region of our country has also witnessed the growing climate change leading to drought in states like Maha-rashtra.The PM Narendra Modi, in his Radio Programme Mann Ki Baat? has appealed to the nation to conserve water as its availability is decreasing day by day.

Isn’t it Strange that eastern region of our country has suffered due to abundant rain fall and the western region of our country has suffered due to scarcity of rainfall?

There is rise in global temperature leading to different climate change patterns. Recently, on April 22, Union Minister of Environment, Prakash Javedkar signed Paris Climate agreement along with 174 nations at Paris, the Global world leaders have been pondering over the Environment and Ecology for decades and now it’s time for us to join hands  to Conserve and Preserve nature.

Though, the change will not be an immediate one but our efforts of today will impact our future generations.

Yours,

Shyani Dususow

Regularise our jobs

Dear Editor,

The Govt. of Arunachal Pradesh has created 2541 posts under Department of Health & Family Welfare in order to revamp Health delivery system in the state.

The laboratory technologist/ technician who have been posted in various medical institutions for many years are frustrated. Truthfully speaking, without report from laboratory technologist/technicians, the doctors and nurses are helpless in medication and treatment of the patients. Hence, we have been enthusiastically doing our job in the hope that the Govt. will regularize our jobs. But day by day, we are observing that the Govt. of Arunachal and Health Department seems not interested in our regularization process.

In 2016, many of ANM, GNM and MPW etc. have been regularized under the same department, but not a single post of Laboratory Technologist/ Technician have been regularized. Why? If Govt. can create 742 post of MTS and 447 posts of RHW/MPW, then why not for the laboratory technologist/technicians?

Now, we are helpless and can’t go back for admission in the school or colleges where we could study to become APCS and IAS/IPS officers. We have done a blunder by pursuing B.Sc MLT and DMLT by wasting lakhs of rupees of our poor parents. Everything is making us regret.

Laboratory Technologist/Technician under Department of Health & Family Welfare request Govt. of Arunachal Pradesh to regularize us either as MTS or RHW/MPS or if it is not possible, at least regularize us in our present job.

Yours,

Repak Siga

Dark side of the proposed Smart City

Dear Editor

My maiden visit to one of the proposed Smart Cities, Pasighat has insisted me to praise its beauty and hospitality. It was lucky of me and my colleagues that following the recent trends and fulfilling the demand of the concerned syllabus of the Department of Sociology of Rajiv Gandhi University, a Field Study Trip to Pasighat was successfully conducted wherein 46 students of 2nd semester went for a week long  Field Research under the supervision of Assistant Professors, Bikash Bage & Padi Hana.

Eco friendly environment, decency of its habitants, greatness of the quality and quantity of its soil gives assurance that Pasighat deserves the most to be a smart city. But unfortunately or fortunately the sole purpose behind the trip to Pasighat was to study the dark features of the town and hence our findings revealed quite alarming elements.

Our study reveals that the number of drug users in the town is increasing despite the hard effort of NGOs like Adi Bane Kebang (ABK) & Women Against Social Evil (WASE) to reduce it. Respondents who were themselves the victims of drug abuse urged the concerned government to install a rehabilitation centre as only the Opioid Substitution Therapy (OST) is not a complete solution to drug addiction.

Keeping in view the beautiful future of our upcoming smart city, the Department of Sociology, Rajiv Gandhi University request the concerned authority to take needful steps to control the prevailing social evils like  Human Trafficking, Drug Addiction, Juvenile Delinquency & Prostitution in Pasighat town in particular and in the whole state in general.

Considering the opinions of our subjects to be a genuine one, I also deem it necessary to remind all the parents and intellectual elders that even the animals can become biological parents but parents who love their children do everything for them with love, even discipline.

Yours,

Pankai Chingsaham

Common entrance exam

Dear Editor,

Through the columns of your daily, we would like to bring to your kind notice that we are confused regarding the Supreme Court verdict of 28/04/2016 of holding common national level MBBS and BDS entrance test through NEET.

In the Supreme Court verdict, it was mentioned that the students who have not applied for AIPMT i.e. now NEET-I shall get the opportunity to appear for NEET-II on 24/07/2016.

Students who are going to appear for PMT to be held on 01/05/2016, will they be entitled or permitted to appear for NEET-II to be held on 24/07/2016. Our second question relates to the Supreme Court verdict which states that the Entrance Exams of States is to be scrapped. Will the APJEE be held or not?

Yours,

Entrance Aspirants

Wild and commercial mushrooms

Dear Editor

The unfortunate reports of mushroom poisoning have become quite frequent and needs to be addressed seriously; and public need to be educated about the same. Mushrooms are predominantly Basi-diomecetous fungi with elaborate vegetative and reproductive structures. Mushrooms are known to be rich in proteins, amino acids, fibers, vitamins and minerals and are hence extremely rich in nutrition. They constitute an important component of global nutraceutical and functional food industries and are commercially cultivated worldwide with annual turnover of several million dollars. Mushroom production has earned good dividends in terms of quality source of nutrition as well as financial success across the world.

However, on needs to note that there are two types of mushrooms-edible and toxic. In most developed nations as well as in big Indian cities, edible mushrooms are bought from certified commercial producers who maintain high quality and nutrition level of their mushroom products during production. The problem becomes when consumers turn to wild mushrooms as source of nutrition in developed and under developed countries and misidentify poisonous species of mushroom like different colorful species of Amanita (commonly known as toadstools) in place of edible species like Enoki mushrooms, Button mushrooms (Agricus), Morchella etc. Various edible mushrooms are commercially grown around the planet. Unknown wild mushrooms are always a source of potential danger as they are loaded with toxic chemicals as fungal chemical defense mechanism to avoid potential predators. The best practise to avoid mushroom poisoning is to avoid eating raw and cooked wild mushrooms with dubious identity as well as any colorful ones picked from local forests. The best practise that must be encouraged is to consume only commercially produced edible mushrooms.

Holding the entire city to ransom

Dear Editor,

With respect to the recent traffic snarls along NH415, all due to one manmade disaster viz Hotel Pybss construction atop a drainage canal, I would like to voice strong resentment through your esteemed paper.

I believe a criminal negligence case should be filed against the owner of the Hotel Pybss and he should be sent to jail for constructing structures in an unauthorised way and also for holding the entire city to ransom for not one but an entire week.

Action should also be initiated against the officials who allocated the land for the said hotel in the first place…The public money that’s been spent to reconstruct the road must also be accrued from the Pybss’s owner.

I wonder, if it were to happen somewhere in the mainland Indian cities, the administration along with the civil societies would have been up in arms gunning for strict punishments but alas this is Arunachal, the hardship and the untold miseries we as a commoner suffered this week would be forgotten in a zippy without the culprits being brought to book. Good for us, we deserve it.

Yours,

Takesh
